/usr/include/libavcodec/avcodec.h
has
#include "libavcore/samplefmt.h" in line 30.
This file is included in libavcore-dev. I believe libavcore-dev should
be added to the list of the dependencies of libavcodec-dev since
without this compilation of other packages breaks unless I add
libavcore-dev as dependencies to each of the non-compiling packages.
Also libavcodec52 depends on libavcore0 so that should be fine.
