I created /usr/lib/mythtv and tried mythcommflag, but go the same error.
Then I created /usr/lib/mythtv/filters (a directory), and the message
has gone away.

But commercial flagging still doesn't seem to be working, so I'm going
to have to do some more troubleshooting.
